IAAHEH Association Legal Entity
IAAHEH is an association that has a legal entity based on Minister of Law and Human Rights Decree No.AHU-30.AH.01.07. IAAHEH Founding Members currently consist of Professional Organizations and Educational Institutions Associations from 7 health sciences, such as:
As part of the Higher Education Quality Assurance System (SPMI-Internal Quality Assurance System), accreditation as an External Quality Assurance System (SPME) for higher education. Given that education is a public service, the accreditation of higher education needs to integrate government resources, business / industry and civil society (civil society) to empower the Indonesian people to be able to answer the demands of globalization, legislation and civil society in quality assurance in higher education.
Similarly, the Higher Education Accreditation in Health in response to the three main demands, such as:
1. The wave of globalization of higher education and health services industry;
Multi-aspect of globalization, occur in higher education and health industries that cannot be avoided by Indonesia as a member of the WTO which had been ratified all trade agreements in Law Number 7 of 1994 concerning the Agreement to Establish the World Trade Organization (WTO), so it must prepare itself to face AFTA, APEC, and ACFTA. The population of more than 240 million is a potential market for the world community, especially for the liberalization / globalization of higher education and health services. Indonesia must also prepare itself for the entry of foreign health professionals including foreign doctors / dentists/nurses. In the liberalization of health services, currently Indonesia only offers 4 (four) services, namely Hospital Services, Medical Specialist Clinic, Dental Specialist Clinic, and Nursing Services.
2. Laws and regulations;
Law No. 25 of 2009 concerning Public Services Public services are activities or a series of activities in order to fulfill service needs in accordance with the laws and regulations for every citizen and resident for goods, services and / or administrative services provided by public service providers (Article 1, Paragraph 1).
3. Civil Society;
Civil society can be interpreted as having the character of an organized social life, growing voluntarily, generally being self-supporting and not being co-opted by the government. One of the important ideas inherent in the concept of Civil Society is the desire to improve the quality of relations between the community and social institutions in the public sector (government), the private sector / industry (business actors) and the voluntary sector (non-governmental organizations, religious organizations, and professional groups).
From its vision it can be seen that IAAHEH has anticipated that multi-aspect globalization, including in the higher education and health industries, cannot be avoided. The total population of this country, which is more than 240 million, is a very potential market for the world community, especially in the liberalization / globalization of higher education and health.
The Profession Organizations and the Association of Education Institution agreement from 7 health sciences to establish IAAHEH on December 22nd 2011 was a milestone that shows active participation of health civil society in national development.
Globalization of the higher education industry and health services, Legislation in Higher Education (Act no. 12 /2012) . Active participation of Civil Society in external higher education quality assurance were the rationales for establishing IAAHEH which was in principle to answer the demands of :
i. the globalization of higher education and health services industry;
ii. Changes in Laws and regulations; and
iii. Involvement of Civil society in external quality assurance of higher education in health.
In order to answer the three demands mentioned above, the mindset underlying the establishment of IAAHEH is the expected benefits of IAAHEH; the scope of the study program to be accredited; the legal basis for the establishment of IAAHEH; and the expected development of Road Map of IAAHEH.
Partnership in Quality Assurance for Higher Education in Health
The organization aligns with its partners for the following purposes:
Optimizing the Work Model For efficiency, some organizational activities are carried out outsourcing and some resources are obtained from outside the organization through its partner network. Reducing the risk of failure; Obtain the needed resources.
The current IAAHEH Main Partners are:
Government (Ministry of Education and Culture, Ministry of Finance and Ministry of Health); National Accreditation Board (BAN-PT); Seven Association of Institutions for Higher Education Health; and seven Health Professionals who initiated the establishment of IAAHEH.
In the future, the Main Partner can increase inline with the increase in the type of Higher Education of Health Professional and the presence of government independent accreditation agency and regional independent accreditation agency in accordance with Law no. 12 of 2012 concerning Higher Education.
Purpose of Accreditation
The purpose of accreditation by IAAHEH is not only to provide the status and accreditation rank of study programs, but mainly to improve awareness, motivation, and concrete steps that ultimately lead to a culture of continuous quality improvement.
